Though the law itself be fair on- its face and impartial in appear-
ance, yet, if it is applied and administered by public authority with an
evil eye and an unequal hand, so as practically to make unjust and illegal
discriminations between persons in similar circumstances, material to their
rights, the denial of equal justice is still within the prohibition of the

Minutes of the Special Meeting of the Board of
Commissioners of the Utah State Bar,
Held in the State Capitol, Monday, December 12, 1938
The Board of Commissioners of the Utah State Bar met for a
special meeting at ten o'clock A. M. with the following present: Mr.
W. Q. Van Cott, President, presiding, Mr. George C. Heinrich, Vice-
President, Mr. LeRoy B. Young, Mr. Burton W. Musser, Mr. A. V.
Watkins, Mr. Reuben J. Shay, Mr. Henry E. Beal, Commissioners,
L. M. Cummings, Secretary and Calvin Behle, Editor of the Utah
Bar Bulletin.
Mr. Elliott W. Evans, Representative of the Junior Bar Section,
was absent.
The minutes of the preceding meeting were approved.
This meeting was called to conduct a hearing pursuant to the
resolution passed at the meeting December 1st.
After the presentation of the evidence Mr. Van Cott and Mr.
Musser were appointed to prepare a tentative report for presentation
to the other members of the Board and upon approval to make a
final report for presentation to the Annual Meeting of the Utah State
Bar on December 17th.
The meeting adjourned at 6 P. M.

The Board of Commissioners of the Utah State Bar met for a
special meeting at four-thirty o'clock P. M. with the following present:

President, Mr. LeRoy B. Young, Mr. Burton W. Musser, Mr. A. V.
