A panel of experts debates the effects and prospects of the
Reagan Doctrine in containing Soviet expansion. The panelists
include a member of the House Foreign Affairs Committee, a
columnist for the Washington Post, an editor of The Public
Interest, an editor of The National Interest, a defense analyst,
and the president of the American Enterprise Institute.

In raising questions about the Reagan Doctrine, don't look
always, and only, at the international environment. Look at
the domestic consensus . .. the domestic consensus must cover
not only the ends of policy but the means.

We  should have a revised Monroe Doctrine in the Western
Hemisphere. What applies to Eastern Europe in the Soviets'
case should apply to the Western Hemisphere in our case.
