This draft prepared by the Reporter, Francis H. Bohlen, in consultation
with the Director, the Special Assistant, Young B. Smith, and Advisers, has
been submitted to the Council and considered at a Meeting of the Council
held December 5, 6 and 7, 1924.
As amended by the Council, this draft is submitted by the Council to
the members of the Institute and to the Annual Meeting, May i and 2, 1925,
not for publication, but with a view to criticism and suggestions for its im-
provement.
