Here is    tA st draft (which among ourselves we might
identify as  o. 1-F)  ogether with an introductory summary.
A word about the     ngement of this draft:
So far as Parts II-V are concerned, the draft does not
include sections unchanged since Preliminary Draft No. 3,
which was considered at our last meeting in New York. That
is to say, it includes only those sections that have been
changed, whether substantively or verbally, without source
notes and without the comments in the last draft, but with
new comments limited to an explanation of changes since the
last draft.
So far as Part VI is concerned -- which we did not reach
at our New York meeting -- again this draft includes only
those sections that I have changed for one reason or another,
but with the original source notes and comments.  (The only
change of substance in Part VI is the rearrangement of the
order of the subsections in §604 and the deletion of solicit
ori in §605(c)(l).)
All this means that at our meetihg in Chicago on Novem-
ber 3-11 we shall have to be sure to bring along the last
draft (Prel. Draft No. 3) as well as the enclosed draft.
