I.  Introduction
    For  decades, the West   viewed  everything  about Russia's
absolutism, size, and globe-spanning ambitions as a direct challenge
to the Western  idea of  an international order that depends on
equilibrium and the restraint of imperialistic powers.' The end of
the Cold War brought an end to many of the West's fears about the
spread  of Russian  influence throughout the  world, unleashing
optimism  that the  decline of  the Soviet  Union  signaled the
beginning of a new relationship between Russia and the West. The
