Introductory Notes
As a response to the Simultaneous Terrorist Attacks in the United States which
occurred on 11 September 2001, Japan enacted The Special Measures Law
Concerning Measures Taken by Japan in Support of the Activities of Foreign
Countries Aiming to Achieve the Purposes of the Charter of the United Nations in
Response to the Terrorist Attacks Which Took Place on 11 September 2001 in the
United States of America as well as Concerning Humanitarian Measures Based on
Relevant Resolutions of the United Nations (Law No. 113 of 2001, hereinafter
cited as the Anti-Terrorism Special Measures Law). The Anti-Terrorism Special
Measures Law was passed by the Diet on 29 October and entered into force on 2
November 2001. The Law intends to enable Japan to contribute actively and on its
initiative to the efforts of the international community for the prevention and eradi-
cation of international terrorism, thereby ensuring the peace and security of the
international community including Japan itself, through such activities as (1) coop-
eration and support of activities for the armed forces of the United States and other
countries, which aim to eradicate the threat of the terrorist attacks, (2) search and
rescue activities for such foreign forces, and (3) relief activities for affected people.
On 16 November, The Cabinet decided on a Basic Plan regarding Response
Measures Based on the Anti-Terrorism Special Measures Law. Based on the Law and
the Basic Plan, Self-Defense Force (SDF) vessels provided supply of fuel to the
United States and the United Kingdom ships and SDF aircraft implemented trans-
portation support as cooperation and support activities.
