BY Catherine REGIS* AND Florian KASTLER** ABSTRACT The World Health Organization (WHO) is in a unique position to provide guidance and leadership in improving national legal compliance with respect to norms outlining global health goals, due to its specific function as an international intergovernmental organization and its capacity to shape public international law. This paper presents the results of legal research based on a quantitative and qualitative data analysis conducted in two countries: Canada and France. The objective of this research is to study the impact of WHO's normative instru- ments (conventions, agreements, regulations, standards, and recommendations) on these two national legal systems. While various perspectives and multiple pieces of data are required in order to fully understand the impact of WHO on national legal compliance, the research presented in this article is a further step towards this complex goal. WHO should continue using the entire scope of its nor- mative function in developing its normative strategy to fully integrate national legal systems.
