with other governments, fine-tuning policy
proposals and working to address issues on
the agenda.9 Hence, there is not as much
commitment to the obligations in the
declaration as there have been in the past,
especially since the heads of state of the
key countries in the declaration, namely the
three Northern Triangle countries, Mexico,
Cuba, Bolivia, and Nicaragua, boycotted
the Summit.10
A problem in implementation in
the U.S. will be the difficulty of
overcoming the deep divisions in Congress
with respect to migration policy.
Additionally, the U.S. courts often make
decisions, overturning executive decisions,
adding even more uncertainty. Another
challenge is that the declaration occurs just
as the latest caravan of migrants of 6,000
people is moving towards the southern
border.1
Another challenge with respect to
some migrants, such as those from Haiti, is
the U.S. and other countries are limited in
terms of where they can send flights. For
instance, Mexico will accept migrants
returned from the U.S. only if they are
from El Salvador, Guatemala, Honduras,
Mexico and, in limited cases, Cuba and
Nicaragua. Just in September,
approximately 15,000 migrants, many of

them from Haiti, cross the border into
DelRio, Texas, over a few days.12
Meanwhile, a group of 27 civil
society organizations issued a statement
that (w)e hope the Los Angeles
Declaration on Migration and Protection
will be more than a mere statement and will
become actionable commitments that
uphold the rights of migrants, asylum
seekers and refugees. This includes the
right to seek asylum, in the country where
people feel safe; access to rights throughout
the migration process; assuming shared
responsibility to welcome and protect
people on the move through increased
humanitarian assistance and safe avenues
of protection; regular channels for
migration that transcend labor supply and
demand, promoting pathways that are
accessible for women, men, children and
families on the move; and increased
financial support for the integration of
displaced populations and host
communities.

Caribbean Strengthens Response to
Fisheries Crime, Gun Trafficking and
Other Crime Issues

On June 20, 2022, a readout of
President Joe Biden and Vice President
Kamala Harris' meeting with leaders of the
Caribbean Community (CARICOM) and
the Dominican Republic show efforts to
increase security cooperation and
engagement, including countering small
arms trafficking.1  During March and
April 2022, the Caribbean Regional
Fisheries Mechanism (CRFM)2 and the
Caribbean Community Implementation
Agency for Crime and Security
(CARICOM IMPACS) hosted a Technical
Meeting on Illegal, Unreported and
Unregulated (IUU) Fishing and Organized

Caribbean Community (CA RICOM) and the Dominican
Republic, June 10, 2022.

Belize City, Belize, where it has its headquarters,
following the signing of the Agreement Establishing
the CRFM on February 4, 2002. It is an inter-
government organization whose mission is to promote

and social benefits of the current and future population
of the region.
