EUROPE CAN STOP HUMAN
DEATHS AND SUFFERING,
AND REGAIN CONTROL OF ITS
BORDERS

                   FRANCOIS CREPEAU*

Synopsis: The European Union should take a whole-system
view of migration and review how its related policies and
underlying concepts could be shifted to develop a human
rights-based approach. Applying the European Union core
values to policies that are based on fact rather than fiction,
would lead to migration policies that facilitate mobility and
celebrate diversity.

The continued ineffectiveness and paradoxes of EU border mana-
gement policies and the lack of a coherent, human-rights-based
approach to migration have been vividly and visibly demonstrated
by countless deaths of migrants at sea. Maintaining the status quo is unsus-
tainable, considering its huge human and resource costs.
My long-time proposal for Europe is to bank on regulated mobility in
order to avoid the loss of lives, to take over the smugglers' market, and to
regain control of the border.

Inefficient Investment in Over-Securitisation

First of all, EU member states must accept that migrants will come, no
matter what, because there are push factors and pull factors that urge them
