HOUSTON LAW REVIEW
SYMPOSIUM: LEGAL AND
ETHICAL ISSUES RAISED BY
THE HUMAN GENOME PROJECT
FOREWORD
Mark A. Rothstein*
In 1990 the United States officially began the Human
Genome Project, a fifteen-year scientific program to map and
sequence all of the estimated 50,000 to 100,000 genes within
each human being. If the scientific wizardry of modern molecu-
lar biology is beyond the comprehension of most people, the
boldness and promise of the project is not. According to Dr.
James D. Watson:'
A more important set of instruction books will never be
found by human beings. When finally interpreted, the genetic
messages encoded within our DNA molecules will provide the
ultimate answers to the chemical underpinnings of human
existence. They will not only help us understand how we
function as healthy human beings, but will also explain, at
the chemical level, the role of genetic factors in a multitude of
diseases, such as cancer, Alzheimer's disease, and schizophre-
nia, that diminish the individual lives of so many millions of
people.2
