      THE   MAGNITUDE OF ANTI-DISCRIMINATION LAW FOR LGBTQIA+
                                       FILIPINOS

 We, the sovereign Filipino people, imploring the aid ofAlmighty God, in order to build a
just and humane  society, and establish a government that shall embody our ideals and
aspirations, promote the common  good, conserve and develop our patrimony, and secure to

ourselves and our posterity, the blessings of independence and democracy under the rule of
law and  a regime of truth, justice, freedom, love, equality, and peace, do ordain and
promulgate  this Constitution.  - The 1987 Constitution of Republic of the Philippines43




                                           1. Issue
       As  the world continues to revolve, mankind also evolves - their beliefs, perspectives,
and  point  of view.  Nowadays,   themes  of  sensitive and  actual controversies such  as

homosexuality  may  not be considered as a taboo in our society, unlike during the time of our
ancestors. Issues involving the Lesbian,  Gay, Bisexual, Transgender,  Queer,  Intersexual,
Asexual  and plus44 (LGBTQIA+)   community  are now exposed  and discussed by leaders and
people from  all walks of life. Some have positive responses towards it, while others hostile. In

countries like Malaysia, Singapore, and India where same-sex sexual behavior is considered a
criminal act,45 a religion-sensitive and conservative country like the Philippines has been
considered as one of the friendlier countries in Southeast Asia46 when it comes to tolerating the
community.   Although   Philippines do  not criminalize homosexuality,47  the Asia's  only
