As far as I am aware, the first conference devoted to
feminist approaches to international law was held at the
Australian National University in August 1990. It was
preceded by a conference on The Role of Consent in
International Law at which a number of the most venerable
figures in international law today spoke.' Some of these
distinguished men, including Professor Oscar Schachter,
stayed on to attend the feminist conference. They listened
to papers on a wide range of topics. Some papers ignored
the academic conventions of detached. analysis: they were
angry, passionate, and emotional. Worst of all, they were
personal. The sprinkling of men in the room no doubt felt
rather vulnerable, atypically surrounded by women, and
having their discipline roundly attacked in an ungentlemanly
fashion. The day after the conference one of our colleagues
remonstrated that, while he was all in favor of academic
debate on serious issues, the worst aspect of the
proceedings was that they had managed to estrange and
upset our eminent guests: in particular, we had alienated
Oscar.2
As this is the first chapter, I propose to offer a broad
response to my assigned topic: what is a feminist analysis
of international law?  I hope to offer some sort of
framework or context for the chapters which follow,
