       National Economic Security

  Economic security is, like its military and political counterpart, a vital
component of the idea of raison d' tat, or national interest. Precise definition
of raison d' tat presents, however, certain difficulties. There is a view that
raison d'6tat is so vague and subjective a concept that it has no practical
meaning. This seems a reasonable objection only with respect to the
operational layer, to the level of concrete political decisions. Individuals,
governments and parties may put varying constructions on raison d'gtat
depending on their assessments of the international situation, the state of the
economy, popular moods or their own system of values and priorities. On the
other hand, what is not disputed is that raison d'6tat requires military,
political and economic security to be guaranteed or measures taken to restore
it. The chief source of controversy is the question of what is to be understood
by military or economic security and the methods by which it can be attained.
Another problem that may arise is identification of the entity with the prime
responsibility for realization of the objectives determining raison d' etat. In the
first place this is government, which is also responsible for political security.
But it is only one - and not necessarily the most important - of the entities
on which economic security depends. Under the conditions of very
far-reaching integration, at the stage of economic and monetary union, the
significance of government as guarantor of a state's political and economic
security will diminish. That being so, it may be more appropriate to
concentrate on national interest. A state's interests - raison d'etat - are
becoming part and parcel of the interests of an entire grouping. This is not to
say that in such circumstances there arises a complete identity of national
interest and block interest. Contradictions cannot be eliminated but if
integration is far advanced they are unlikely to be of an antagonistic nature
since the losses caused by break-up of the grouping will be greater than the
costs of compromise. A vital factor buttressing this equation is a belief that,
compared with a state of disintegration and division of the group into fully
sovereign nations, it raises the level of economic and political security.
