How the Illegal Wildlife Trade

is  Fueling Armed Conflict

In February  2Qo4  President Obama   signed into law the
Consolidated Appropriations Act  of 2014, which included
language to establish a $45 million fund within the State
Department  to help stop the illegal wildlife trade.' Some
have questioned why the United States would invest so much
in a problem taking place half a world away when there are so
many  other pressing domestic and international concerns.
Yet beyond the disturbing pictures of orphaned calves and
desecrated elephant and rhino  corpses lies another story,
one of an illegal trade that is pouring money into the coffers
of militants and terrorist organizations and fueling violence
that is raging throughout Africa and spilling across interna-
tional borders.
  This  article explores the extent of the crisis and ways in
which it is fueling armed conflict. It argues the need for an
integrated approach to combating  the crisis that involves
building political will, improving legislation and imple-
mentation, involving communities, providing training and
resources to wildlife professionals, and improving the judi-
ciary. It explores the role of governments and NGOs   in
addressing the illegal wildlife trade and makes the case that
it is essential for the U.S. government and the private sector
to continue and even expand  their roles in combating this
crisis not only to protect endangered wildlife, but also to
promote  stability in Africa and combat terrorism.
