The Role of the Police in Crime Prevention

N a country bounded on the east by one World's Fair
and on the west by another, it is a fitting time to dis-
cuss crime prevention units in police departments, for the
first protective service was set up in Portland, Oregon in
1905, during the Lewis and Clarke Exposition. It was
definitely a woman's plan, staffed by women and designed
for the protection of young girls, and the character of
the movement continued for many years in the police-
women's units which were subsequently established. Many
of the officers in the International Association of Police-
women and in the local civic groups promoting these
bureaus had been famous in the suffrage field and they
carried over into the new project their courage, their
high ideals and not a little of their fanaticism, qualities
which are inherent in all pioneering. Their task was made
difficult by the punitive aspect of all American police
work, accepted alike by the police and the public; by the
military nature of the police hierarchy which had neither
room nor liking for feminine intruders; and alas, by the
Greek chorus of the social agencies, crying, Keep the
children away from the police. In this the agencies re-
fused to accept reality (to use one of their favorite
phrases), for the police are by nature on the first line of
defense, covering every inch of the city geographically,
