Although this law is the main federal environmental legislation, other laws also deal with the issues of environment. In Pakistan there are reams of laws protecting the environment which go no further than the statute book. Under its 1973 Constitution, Pakistan is preparing comprehensive new environmental law as this article is being written, and in next two or three years, there will be more progress in the development of environmental law than the previous decade. This country paper surveys and summarizes Pakistan environmental law, its promulgation and implementation, and is divided into six parts. The first part deals with the historical development of Pakistani law particularly to its environmental laws. Since familiarity with the Pakistan's Government structure and the Courts is essential to an appreciation of its laws, therefore, part 11 of this article summarizes characteristics of Pakistan's legal system. The part III briefly mentions the proposed environmental legislation of Pakistan, which will be promulgated very soon. Next, part IV points out the international environmental treaties effective in Pakistan. The focus in part V turns to all the environmental laws i.e. Federal and Provincial laws in Pakistan under specific given headings. Part VI addresses the procedures and tool of Pakistani laws. Further, part VII argues some practical considerations and lastly the conclusion gives some thoughts to improve the environmental laws in Pakistan. 1996]
