                              INTRODUCTION
  Should the courts treat illegal gun possession and carrying cases as serious
crimes? Since these cases do not have a victim, they may be seen as regulatory
violations of little real consequence. On the other hand, if the arrestees are
typically active criminals at high risk of doing serious harm with their guns,
