I. INTRODUCTION
The ideas and energy of Henry George, born 125 years ago,
spawned a politico-economic movement of world-wide proportions.
Even today, dedicated Georgists work with zeal and, in some coun-
tries, with a degree of success. In the United States, George's
idea of land-value taxation sparks cyclic waves of interest as each
generation wonders why so idyllic a scheme has not been adopted
as a cure for societal ills. As the following indicates, land-value
taxation is enjoying a current boomlet. Should it be seriously con-
sidered now? And, in a different context, should it be considered as
the tax scheme for planets in distant galaxies that will be colonized
125 years hence? Experience does not afford us an answer to the
latter question because land-value taxation has never been tried in
pure form-vested interests have always compelled a compromise.
There were no such vested interests when New Chicago, Mars was
colonized and a system of land-value taxation adopted. The follow-
ing documents, though fictional, are based on accumulated ex-
periences, depicting the events which developed in New Chicago.
