I. In considering the phenomenon of international organisation,
greater importance is generally attributed to those functions which
the bodies created for organising co-operation among States carry
out in what might be termed the field of direct inter-State political
relations. International organisation, from the League of Nations to
the United Nations, has appeared to its observers above all as a
system of procedures for the peaceful solution of controversies and
of instruments designed for the maintenance of peace and for col-
lective security. No-one can deny, furthermore, that this aspect of
the phenomenon is the one responding to the more immediate ex-
pectations of public opinion, nor that it is, at the same time, the
more spectacular of these aspects and, at first sight, the more im-
portant.
However, if we consider this aspect alone, we shall certainly come
to neglect another aspect which grows every day more important
and is, in my opinion, certainly no less essential than the first. This
second aspect is fundamental even for the same purpose of keeping
peace between States, while, on the other hand, it is perhaps the best
suited to bring about, in due time, a profound and radical trans-
formation in world life. It lies in the action that international
organisations carry out, with ever-increasing intensity, in the field of
the internal activities of States. This activity has many forms, some-
times new in the history of international relations, and appears
capable of bringing about highly relevant consequences.
2. The significance of the fact to which I should like to draw
attention becomes clear if we keep in mind the important part that
has come to be assumed, within the general framework of the mis-
sion of international organisations, by their functions in the field of
the internal activities of States, even in the case of organs created for
general objectives. Moreover, this significance is enhanced when we
