Introduction 1. Fishing Agreements on Fisheries Based on the United Nations Convention on the Law of the Sea The purpose of this article is to describe the content and the significance of Japan's two new agreements on fisheries with the Republic of Korea and the People's Republic of China. Japan's new agreement on fisheries with the Republic of Korea entered into force on January 22, 1999. Japan also signed a new agreement on fisheries with the People's Republic of China on November 11, 1997. On February 27, 2000, Mr. Tokuichiro Tamazawa, Minister for Agriculture, Forestry and Fisheries of Japan, and Mr. Chen Yao Bang, Minister of Agriculture of the People's Republic of China, expressed their common view in a record of their discussion that they will make necessary efforts for the new agreement to enter into force on June 1, 2000. The date of entry into force of the agreement will be finalized with an exchange of notes between the two governments. Part I gives a brief overview of the previous agreements on fisheries with the two countries and the circumstances that led to the revision of the previous agree- ments. This is the background leading up to the negotiation of the new agreements. Part II and Part III discuss the new agreements on fisheries with the Republic of Korea and the People's Republic of China respectively. The negotiating history and the relevant provisions of the new agreements are discussed, so as to present an overview of the fishing order that has been established by the new agreements. Parts IV and V discuss the significance of the new fishing order that will be established by the two new agreements by mainly analyzing the similarities of the two agreements.
