       T Frank R Baumgartner is the Richard J. Richardson Distinguished Professor of Political
Science at the University of North Carolina at Chapel Hill. His most recent book is Deadly Justice: A
Statistical Portrait of the Death Penalty, to be published by Oxford University Press in 2017. Leah
Christiani is a PhD student in Political Science at the University of North Carolina at Chapel Hill. Derek
A. Epp received his PhD in Political Science at the University of North Carolina at Chapel Hill in 2015
and is currently Postdoctoral Research Associate at Dartmouth College. He is the author of numerous
published articles and a book, The Structure ofPolicy Change, to appear with The University of Chicago
Press in 2018. Kevin Roach is a PhD student in Political Science at the University of North Carolina at
Chapel Hill. Kelsey Shoub is a PhD student in Political Science at the University of North Carolina at
Chapel Hill. She is co-author of Targeting Young Men of Color for Search and Arrest during Traffic
Stops: Evidence from North Carolina, 2002-2013 (Politics, Groups, and Identities, 2016). The Authors
