                           I. INTRODUCTION

The  right to  a nationality is established in international human rights
instruments and in the local laws of many jurisdictions around the world.
Under  Article 15 of the Universal Declaration of Human Rights (UDHR),
every person has such a right, and no one should be arbitrarily deprived of
his or her nationality nor denied the right to change  [the same.]' The

member  of the Department of International Studies of the College of International,
Humanitarian, and Development  Studies of Mirian College. He is a regular
contributor to the Asian Yearbook  of International Law. The  Author has
