                            Introduction
In 2019, tenants at Stonehouse Square Apartments in northeast Minneapo-
lis were notified that their housing was at risk.' The owner of their apart-
ment  complex intended to sell the complex, and the future buyer would
not be obligated to renew the complex's Section 8 Project-Based Rental
Assistance contract.2 Without the Section 8 contract in place-and the
