Dr. Newman is Assistant Commissioner Addiction Programs, New York
City Health Department. He has, for many years, directed the New
York City Methadone Maintenance Treatment Program [MUT, one
of the country's largest methadone treatment programs.
Sylvia Bashkow is Director of Statistical Analysis for the New York
City MMTP. Margot Cares is Director of Operations for the New York
City Narcotics Register.
In November 1970, New York City's Health Services Admini-
stration initiated a methadone maintenance treatment pro-
gram based on the Dole-Nyswander model.' The objective
was to provide prompt treatment to all applicants who met
the admission criteria of age (18 years and older), duration of
addiction (2 years' main-lining history of heroin use) and
residence (within New York City).
The staffing pattern of our clinics is similar to that employed
for several years by the Beth Israel Medical Center and many
other methadone programs throughout the nation: for 150
patients, there is a half-time physician, a Unit Supervisor,
