ANALYSIS BASED ON THE GOVERNANCE MODELS OF
THREE VILLAGES IN M CITY

Whether the issues relating to agriculture, rural areas, and rural people
can be resolved smoothly determines the overall development speed of
China's economy and society, and is related to the process of agricultural and
rural modernization. Realizing rural vitalization and promoting grassroots
social governance is the key to solving the issues relating to agriculture, rural
areas, and rural people. The rural areas, which are at the end of society, are
the most basic part in the process of social governance. A series of documents
such as the CPC Central Committee's Opinions on the Implementation of the
Rural Vitalization Strategy have clarified the strategic thinking that effective
governance requires the guarantee of the rule of law. The rule of law has
become the basic way to modernize the rural social governance system and
capacity. In the process of rural social governance, it is necessary to embody
moral ideas with the rule of law, nourish the spirit of the rule of law with
morality, support the construction of the rule of law with self- governance,
strengthen the leadership of the rule of law over self-governance and the rule
of virtue, enhance the normative and compulsory role of the rule of law, and
attach more importance to the rule of law on the basis of moral constraints.
The rule of virtue knows the integrity, the rule of law stops dissension,
and self-governance ensures stability. The three cannot be neglected. The
cultivation of the factor of the rule of law is the core and key part, which
needs to carry out theoretical research and practical exploration.
I. THE RISE OF THE PROBLEM
In the history of China, there is a long- standing tradition of rural
self-governance of 'imperial power does not go down to the county'. Squires
and clans play a key role in rural governance. However, as the long-term life
