Does Transparency Work? The Challenges of Measurement and Effectiveness in Resource-Rich Countries

THE CHALLENGES OF MEASUREMENT AND EFFECTIVENESS IN RESOURCE-RICH COUNTRIES By Alexandra Gillies and Antoine Heuty This paper investigates the impact of transparency initiatives on improving governance and economic outcomes in oil, gas, and mineral rich developing countries. We provide two explanations for the apparent shortcomings in impact. Methodological challenges prevent its accurate observation, and work in this area requires a more politically-nuanced and explicitly-stated casual chain between the disclosure of information and improved development outcomes. Second, shortcomings and limitations in the design of existing transparency initiatives hinder a demonstrable and transformative impact on development outcomes. In particular, many initiatives are externally driven and target transparency too narrowly which affects both the intent and character of their implementation. Not everything that can be measured counts. - Albert Einstein Alexandra Gillies is Governance Advisor with the Revenue Watch Institute (www.revenuewatch.org). She holds a Ph.D. from the University of Cambridge, where her research addressed the political economy of oil sector reform in Africa. Dr. Gillies has consulted for the World Bank, the U.K. government and other organizations on natural resource governance projects, and has published articles on Nigerian politics and petroleum governance issues, and co-edited the volume Smart Aid for African Development (2009: Lynne Reiner). She has degrees from the University of Ghana and Emory University. Antoine Heuty is Deputy Director with the Revenue Watch Institute. Mr. Heuty has served as a public finance economist at the United Nations Development Program and as an economist for water projects in Armenia and Azerbaijan. He is the co-author of Fiscal Space -Policy Options for Financing Human Development and various articles on public investment, fiscal policy, and economic development. Mr. Heuty studied at the Institut d'Etudes Politiques, Paris, Oxford University, and Columbia University's School of International and Public Affairs. SPRING/SUMMER 2011 25
