   Section I presents an introduction to the PBV program. The authors ex-
plain that the PBV program is fairly new and identify some of the obsta-
cles it has overcome to expand into wider use.
   In Section II, the authors further explain the creation and evolution of
the PBV  program,  including reference to the statutory guidance. They
identify obstacles to its use and how those issues have been addressed.
New  practitioners will quickly learn many of the important acronyms
used in the affordable housing industry.
   Section III addresses the process of setting up a PBV program from the
perspective of a public housing authority (PHA). While the guidance in
this book will not provide all that a PHA participant needs to know for
actually setting up a PBV program, it will give beginners an understand-
ing of how the process works and why it may be administered in a certain
