ypically, police-community relations programs are estab-
lished to help the community better understand the role and
problems of the policeman. One of the specific goals is to
reduce tension through communication between the police
and minority groups within the community.
The police-community relations concept, however, can be
elusive and ambiguous. Because of this, the functional
process of establishing police-community relations programs
does not necessarily follow the good intentions of the
designers of the program.
The purpose of this paper will be to discuss and identify
some of the difficulties and faulty assumptions that exist
when police-community relations programs are initiated. The
paper will also describe an action process that will facilitate
the effective establishment and perpetuation of such pro-
grams.
DEFINING THE ROLE OF THE POLICEMAN
Not only is the police-community relations concept often
elusive, the role and expectations of policemen in our
ROBERT C. TROJANOWICZ received his M.S.W. Degree in Social
Work and his Ph.D. in Social Science from Michigan State University.
He has held a number of positions as a social worker in corrections and
law enforcement agencies and is currently an Assistant Professor in the
School of Criminal Justice at Michigan State University.
