I would feel sad if I were asked to attend a separate school just
because I was homeless. I would also feel empty like I wasn't
good enough to learn like the other students.... I would rather go
to a public school that was nice to the homeless. I wouldn't want
to be teased for the way I looked or smelled. I would want the
same chances as everybody else and to be treated fairly.

I. INTRODUCTION
Arizona, along with each of the other forty-nine states, the District of
Columbia, and the Commonwealth of Puerto Rico, receives annual federal
funding under the Stewart B. McKinney Homeless Assistance Act
(McKinney Act or the Act) to support a variety of services for the
homeless, including schools and educational programs.2 Some of this
money supports the Thomas J. Pappas School for Children of Homeless
Families   (Pappas   School)    in  downtown     Phoenix,    one   of  the
approximately forty schools in the country that teaches only homeless
