I. - INTRODUCTION
From the very beginning, the UNIDROIT project on international secured financing of
mobile equipment spawned a wide variety of perceptions (and misperceptions) about the
nature and role of a system of registration of international interests.1 As the project
moves from the First Joint Session of governmental experts to the Second Joint Session
on the Base Convention and the Aircraft Protocol, 2 it is clear that an early resolution of

1993 to 1997, the first meeting of governmental experts was held in Rome in February 1999. It was a joint
meeting of the UNIDROIT committee of governmental experts and a Subcommittee of the ICAO Legal
Committee. The joint session undertook its first reading of the preliminary draft UNIDROIT Convention on
International Interests in Mobile Equipment (Study LXXII - Doc. 42)/preliminary draft [UNIDROIT] Convention
on International Interests in Mobile Equipment (ICAO Ref. LSC/ME-WP/3)'and the preliminary draft Protocol
to the preliminary draft UNIDROIT Convention on International Interests in Mobile Equipment on matters
specific to Aircraft Equipment (Study LXXIID - Doc. 3)/preliminary draft [UNIDROIT] Convention on
