International Law Violations by the United States in the Middle East as a Factor behind Anti-American Terrorism

handle is hein.journals/upitt63 and id is 825 raw text is: INTERNATIONAL LAW VIOLATIONS BY THE UNITED STATES IN THE MIDDLE EAST AS A FACTOR BEHIND ANTI-AMERICAN TERRORISM John Quigley* When Prince Alwaleed bin Talal bin Abdul Aziz Alsaud of Saudi Arabia presented then New York Mayor Rudolph Giuliani with a check for ten million dollars to aid in the city's recovery from the attacks of September 11, 2001, the Mayor accepted with gratitude. The Mayor was less pleased, however, when he saw a statement the Prince had released to the press, which said, [Alt times like this one, we must address some of the issues that led to such a criminal attack. I believe the government of the United States of America should re-examine its policies in the Middle East and adopt a more balanced stance towards the Palestinian cause.' Mayor Giuliani took offense at the suggestion and announced that New York City would not cash Prince bin Talal's check. There is no moral equivalent for this act, he said. The people who did it lost any right to ask for justification for it when they slaughtered 4,000 or 5,000 innocent people.2 And to suggest that there's a justification for it only invites this happening in the future.3 Mayor Giuliani did not explain why he took Prince bin Talal's remark as a justification of the September 11 attack. The Prince, as indicated, characterized the attack as criminal.,4 What the Prince told Giuliani is a truism in the Middle East: that U.S. policy in the region, and particularly policy regarding the Palestinian-Israeli conflict, has generated hostility that has been reflected in acts of violence against U.S. targets in recent years, including the attacks of September 11, 2001. President George W. Bush provided an explanation of the attacks of September 11, 2001 that diverged from Prince bin Talal's explanation.
