SACK* INTRODUCTION By the late 1990s, dramatic changes in official criminal justice policy toward domestic violence were underway in many areas of the country. Police and prosecutors were no longer to treat such violence as a domestic quarrel best settled by family members in private. Instead, in many jurisdictions, legislation and department protocols mandated or promoted arrest and prosecution in domestic violence incidents, and authorized active * Professor of Law, Roger Williams University School of Law.
