DISTRIBUTION AT PUBLIC SCHOOLS
As teenage HIV/AIDS, sexually transmitted disease (STD), and
unwanted pregnancy rates continue to climb, schools are becoming
more involved in controversial programs designed to alleviate these
problems. The heightened school involvement in controversial sex
education and disease prevention programs is driven by alarming
statistics. Birth rates for unmarried teens have risen steadily over
the past two decades, increasing 62% from 1980 to 1991 alone,
resulting in a rate of 44.8 births per 1,000 women in the 15-19 age
group.' More than 500,000 teens in this age group gave birth in
1991.2
The statistics concerning HIV/AIDS infection and other STDs
among this age group are even more disturbing. The Centers for
Disease Control indicate that the rate of gonorrhea among teens
increased almost 50% from 1981 to 1991, with adolescents account-
ing for 24-30% of the total reported cases in 1991.' The number
of teens with the AIDS virus increased 65% between 1991 and 1992
alone.4
These statistics are cause for great concern, especially to parents,
educators, and others seeking to play an active role in guiding and
protecting our society's young. While everyone recognizes the
severity of the crisis, there are profound disputes over the proper
solution and the role our schools should play in attacking this
problem.   To combat the epidemic of teenage pregnancies,
HIV/AIDS infection, and STDs, society must ensure that our
children are armed with accurate information regarding the risks
of sexual activity, as well as methods for reducing that risk.
Although public schools are a good choice for dissemination of this
