(1), Secretary General, International Commission of Jurists. 1. Introductory Note. The purpose of this Note is merely to draw attention to the dichotemy which has taken place in the evolution and develop- ment of the Humanitarian Laws and of the Law of Human Rights. It is not intended to be a review of either of these codes of international law; these have been reviewed in the various publications of the International Commission of Jurists. Now that, following upon the Teheran Resolution, the whole question of the strengthening of the Humanitarian Laws, both as regards their content and their effective application to all armed conflicts, is under active consideration it is very necessary to underscore the nexus that exists between the Humanitarian Laws and the Law of Human Rights. There are certain areas of overlap and certainly there has been very little co-ordination in the evolution of the two codes. (1) SEAN MACBRIDE is an eminent international jurist. He was President of the Committee of Ministers of the Council of Europe (1949-50) and has been a sponsor and signatory of a number of international treaties, including the Geneva Convention for the Protection of War Victims (1949) and the European Convention on Human Rights (1950). He is a former Member of the Irish Parliament and was Minister for External Affairs for Ireland from 1948 to 1951. Since 1963, he has been Secretary-General of the International Commission of Jurists. Mr. MacBride is also Chairman of the International Executive of Amnesty International, Chairman of the International Peace Bureau and Chairman of the Geneva N.G.O. special Committee on Human Rights.
