Jurisdiction of the Ethiopian Central High Court over * The author, an Ethiopian lawyver, earned a LL.B. at Addis Ababa University, an MCL at UCLA and a Ph.D. in Management from U.S. International University. In March 1996, he joined the International Criminal Tribunal for Rwanda as Senior Trial Attorney prosecuting the first genocide case, as well as other cases, until his return in July 1997 to teaching at Norfolk State University. The author is grateful to the Christian Michelsen Institute in Bergen, Norway for providing the necessary facilities and conducive environment for writing this article in the summer of 1998, especially Dr. Siegfried Pausewang and Ms. Elin Skaar, to whom he remains indebted. Justice Richard Goldstone deserves gratitude for starting the International Criminal Tribunals for the Former Yugoslavia and Rwanda from scratch and building them into a bulwark for justice. While many people, in one way or another, helped write this article, he alone is responsible for any error or lacimca. This article is dedicated to the unsung Hutu heroes who mustered the courage to break ranks with their kinsmen and at a tremendous risk to themselves and their families saved many Tutsi lives.
