INTRODUCTION
The American legal system's failure to provide affordable
representation for a large segment of its population is so well
t   Stan Keillor, a former deputy chief staff attorney at the Minnesota Court of
Appeals, is a consulting attorney at Access Justice, a nonprofit, public interest law firm in
Minneapolis, Minnesota, and a graduate of the University of Minnesota Law School. James
H. Cohen, a noted advocate and crusader for the underserved for over 40 years, is the
founder and executive director of Access Justice and a graduate of the University of
Michigan Law School. Mercy Changwesha is a law clerk at Access Justice and a 2013
graduate of the University of Virginia Law School. Research assistance was provided by
Wei Quan, a law clerk at Access Justice and a 2013 graduate of the University of Minnesota
Law School. Access Justice is a pioneer in providing affordable legal assistance to low- and
middle-income individuals and disadvantaged minorities, with 80% of its services assisting
those within 125% to 200% of the Federal Poverty Guidelines and 20% to those within
200% to 350% of the guidelines (in practice, almost no clients fall in the higher range).
Services are offered largely on a low-bono basis with considerable pro bono assistance.
