I.  Introduction
    Our earliest records of human  existence provide evidence that
people  have always  moved   for environmental reasons.'  Moving
away  from areas at environmental risk, whether because of drought
or sudden onset disasters, is a well-tested strategy people have used
to survive and to protect themselves from  harm.2  In the past few
decades,  evidence has mounted   that the effects of anthropogenic
climate change  will make certain parts of the planet uninhabitable
and  that consequently large numbers  of people will likely have to
