INTRODUCTION
A. Landlord-Tenant Crisis
Abandoned housing, continuing decay and blight are among
the major problem areas in the field of urban studies. Although
Banfield1 would disagree, we are indeed in the midst of a housing
crisis and this crisis is simply not going to disappear by itself. It
is evident that existing housing codes which are designed to prevent
blight and decay are now a major cause of the problem.
Any analysis of the housing problem touches all aspects of the
disciplines that make up the field of urban studies. Housing covers
the legal, economic, psychological, sociological and medical, as
well as the physical and social aspects of planning. This Article
concentrates on one aspect of the entire housing problem-that be-
ing housing codes.
Let us assume for a moment that the present day housing codes
are adequate, preserve the housing stock and prevent blight and
