I. INTRODUCTION
Marijuana has growing popularity and acceptance in the legal system.
In November 2016, residents of California, Massachusetts, and Nevada
voted to legalize recreational use of marijuana.' As of now, nine states and
the District of Columbia have legalized marijuana for recreational use.2
