RESPONDING TO THE HOME OFFICE'S CONSULTATION
QUESTIONS
On 22 July 2003, the United Kingdom government released its first
national strategy document on restorative justice, officially recogn-
ising in this way the new paradigm's potentials of improving the
current punitive criminal justice system.1 In the final pages of the
document, the Home Office listed a number of consultation ques-
tions requesting advice from practitioners and theoreticians in
the field on what they consider critical issues in restorative justice's
current application and future development. This paper is writ-
ten in response to these questions, and has used the results of a
qualitative study that started in June 2002 and has just been com-
pleted.
I. TIME FOR CHANGES: BUT WHERE TO GO?
Arguably, restorative justice first re-appeared in England and Wales
in 1972 through the introduction of Victim-Offender Mediation
(VOM). That year, the Bristol Association for the Care and Reset-
tlement of Offenders (BACRO) was looking into the possibility of
making offenders become more aware of the harm they were doing by
introducing them to their victims. This project helped BACRO to
LLB, LLM, PhD, Researcher/Consultant, IARS (Independent Academic
Research Services). Special thanks to all respondents and interviewees of this
study.
