WHAT IS BIOTECHNOLOGY AND WHY DEVOTE A LAW
REVIEW SYMPOSIUM TO BIOTECHNOLOGY LAW?

This law review symposium is intended to provide a general guide
to the role of law and lawyers in the development of biotechnology. A
symposium topic presumes a fair degree of importance for its subject
matter, and this symposium topic ascribes significance both to the de-
velopment of biotechnology and to the role of law in that development.
As to the first part, the development of biotechnology itself, although
still in its infancy, seems likely to produce a true technological revolu-
tion. It is spawning new industries in the fields of health care, agricul-
ture, and industrial chemistry. It enables people in those fields to work
in new, more efficient ways. Physicians, from their offices, run sensitive
new diagnostic tests in minutes, and farmers are beginning to produce
more food at less cost. Of course, it remains to be seen to what extent
biotechnology will produce changes in our social structure and daily
lives, but the possibility that it will do so seems very real.
The harbinger of these changes is the rapid growth of the biotech-
nology industry and the increasing utilization of biotechnology in ex-
isting industries. Although there are a great many companies (dedi-
cated biotechnology companies or DBCs) founded specifically to
develop biotechnology, virtually all of the major pharmaceutical com-
