I. INTRODUCTION
Since the 1960s, the federal government has taken the lead in
guaranteeing an end to racial and sexual discrimination. Executive
orders,' legislative statutes,2 and judicial rulings3 mandate that
affirmative action be taken to end racial discrimination and the

**   Albert G. Mosley is a Professor of Philosophy at Smith College in
Northampton, Massachusetts.  He received a Bachelor of Science in
mathematics and a Ph.D. in philosophy from the University of Wisconsin-
Madison, and he studied the history and philosophy of science at Oxford
University. He edited African Philosophy: Selected Readings (Prentice-Hall),
and he co-authored Affirmative Action: Social Justice or Unfair Preference with
Nicholas Capaldi (Rowman & Littlefield) and An Introduction to Logic with
Eulalio Baltazar (Ginn Press). Dr. Mosley has also extensively published
articles on African philosophy, African-American philosophy, philosophy of
racism, affirmative action, philosophy of science and technology, philosophy of
sports, and philosophy of music. He is currently on the Editorial Board of the
Journal Philosophia Africana and on the Advisory Board of the Association for
Practical and Professional Ethics. He is currently working on papers regarding
the ethics of reparations and the controversy regarding the causal relationship
between HIV and AIDS.
