Incidents involving the use and presence of weapons in schools,
and consequently permanent expulsions from school under Michigan
law, have increasingly been reported across the state.' A Fraser
seventh-grade student... was expelled... Monday night for handling
a .32 caliber semiautomatic gun during an incident last month.2 A
15-year-old was expelled... after being caught with a box cutter-type
knife at Sexton High School. [The student] said she took the knife
from a classmate and cut her with it during a fight at school.3 A 15-
year-old [student] was expelled for taking the gun of his father, a
Lansing Police Sergeant, to school to show his friends.4
Three boys, horseplay and a smuggled handgun led to Detroit's
first school shooting of [1996] Wednesday, putting a 15-year-old
Northern High School student in the hospital in critical condition.5
Gang violence and security measures that failed to keep a weapon out
of school.., led to... [a] fatal stabbing of a 16-year-old Denby High
School sophomore.6
I. INTRODUCTION
Public schools across the country are plagued with school-related
