 JAPAN'S NEW NATIONAL
 SECURITY POLICY
 PROACTIVE CONTRIBUTION
 TO PEACE

 Synopsis: Post-WWII   pacifism is deeply embedded  into the
 Japanese  society. Yet the increasingly challenging security
 environment  has brought about recent drastic changes ofJa-
 pan   national security policy under Prime Minister Shinzo
 Abe. While maintaining its basic stance as a peace-loving na-
 tion, Japan is expected to play a more active role in regional
 security.

 Introduction
I  f there were a war that involved your country, would you be willing
    to fight for your country? This is the yes-or-no question posed in a
    public opinion poll by WIN/Gallup International conducted in late
 2014 in Japan and other major countries. The result in Japan was start-
 ling, yet not surprising. Yes answers were a strong majority in coun-
 tries such as China (71%) and Russia (59%), but only 11% of Japanese
 answered yes.
   When  I mentioned these results to a seasoned Turkish diplomat, his
 response was, I don't believe it. After all, we know the Japanese. They
 come around and unite when emergencies arise.
   Well, thank you Turkey, for your valuable moral support at decisive
 moments in Japan's history, including the Russo-Japanese War of 1904-
