Goals for Corpus Christi:

Citizen Participation in Planning

Planning is a process for achieving   goals. A measure of the success or
       value of planning is how well the goals are achieved. Goals are
       needed to: (1) provide direction to planning studies; (2) identify spe-
cific areas of concern to be researched and evaluated in the planning process;
(3) provide a mechanism for reflecting public input; and (4) provide for moni-
toring and evaluating the success of implementation. In recent years, greater
interest and awareness has been shown in the goal formulation process as its
fundamental importance  in comprehensive planning has been increasingly
recognized.

      Goals  for Corpus Christi: How and Why It Began
  Corpus Christi is located in South Texas on the Gulf of Mexico. The urban
area has a diversified population of 250,000, of which 60 percent is Mexican-
American  or black. Because of the tropical climate, Corpus Christi is one of
the state's major coastal resort areas, and the regional economy is supported
by tourism, the Port of Corpus Christi, petrochemical operations, agriculture
and the Corpus Christi Naval Air Station.
  In December  1973, the president of the Corpus Christi Chamber of Com-
merce sponsored a luncheon for 39 community leaders to determine the desir-
ability of a goals program. The consensus was that there was a need to involve
the entire community in the local decision-making process and that a goals
program would  be appropriate.
  The group passed a resolution to create Goals for Corpus Christi, and the
president of the Chamber of Commerce  was authorized to appoint a five-
member  nominating committee which would select five co-chairpersons. Al-
though initially financed by the Chamber of Commerce, the group was inde-
pendent and  received additional funds from the city (partly from a 701
comprehensive planning assistance grant), Nueces County, and other business
and civic organizations.
