The New U.S. AIDS Policy in Africa

Politics and policy are big issues. They are everyday
issues for me. I will touch on a few of them but I am more
than happy to ask questions because it is part of how we go
forward from the numbers, from the epidemiology to
making real our response to HIV and making real our
impact. In the last five years I have spent almost as much
time dealing with legal issues. Not just politics and policy
as I have with public health issues. It is woven into all that
we do and those policies that often need legal resolution or
at least underpinnings are very important. Prior to coming
to USAID I was State Health Commissioner in Virginia,
and saw similar things. I saw my very first case of HIV in
Zaire in 1982. I saw my second case in Long Island, New
York in 1982. My life since then has been back and forth
between international health and domestic health, learning
the issues in both places and bringing those lessons learned
back and forth. My American colleagues don't always like
to hear that there are lessons to be learned in Africa that
can apply to the United States, but that is the case. These
lessons can go in both directions. I know that the focus of
our time in the next two days is how do we take some of
these successes from the United States and bring them to
Africa where they need it so much and so strongly.
I am hoping to cover some of those issues as we go
forward. As Dean Curran said, USAID is an agency that is
an implementing agency. We are an arm of the U.S.
government that does foreign aid and development. We're
supposedly independent of the State Department but my
boss reports directly to Colin Powell. We do have a little

Administrator of the Bureau for Global Health for the U.S. Agency for International
Development (USAID). Before coming to USAID, Dr. Peterson served for three
years as Commissioner of Health for the State of Virginia. She has served as a
consultant to the Centers for Disease Control and Prevention and the World Health
Organization in Haiti and Brazil and spent almost six years in sub-Saharan Africa
(Kenya and Zimbabwe) doing community development, public health training and
AIDS prevention, as well as performing U.S.-based research in chronic disease
prevention, outbreak investigations and food safety.
