LEGISLATION APPELLATE DIVISION QUORUM In terms of the Appellate Division Quorum Act, No. 27 of 1955, five judges constitute the quorum for the Appellate Division save in cases in which the validity of any Act of Parliament is in question, when the number is eleven. The alteration of the law is discussed in more detail in the section on Constitutional Law, above, at pp. 1-2 and 17-19. EASTERN DISTRICTS LOCAL DIVISION Three amendments were made to the jurisdiction of the Eastern Districts Local Division by the General Law Amendment Act, No. 62 of 1955, sections 1, 2, 5 and 6: (a) the area of jurisdiction has been redefined, and the Governor-General is now empowered by proclamation to alter it from time to time (amendment to section 13 of the Better Adminis- tration of Justice Act, No. 35 of 1896 (C)) ; (b) the concurrent jurisdiction of the Cape Provincial Division in this area has been restricted by a provision stating that no action shall be instituted in that division 'by a plaintiff residing [in the area of the Eastern Districts Local Division] against a defendant so residing on any cause of action arising in . . . such [area] unless the leave of the Court of the Eastern Districts has first been obtained or unless all parties to the action agree in writing that the action shall be instituted in the [Cape Provincial Division] (amendment to section 13 of the same Act) (c) appeals from a single judge sitting in the Eastern Districts Local Division on motion or summons for provincial sentence or as to costs (left by law to the discretion of the court), instead
