KENNETH CULP DAVIS
Professor Davis received his undergraduate degree from Whitman
College in 1931 and his LL.B. degree from Harvard in 1934. He was in
private practice in Cleveland from 1934-1935 and later taught at the
Universities of West Virginia, Minnesota and Harvard. In 1942 he was
a staff member of the Board of Investigation and Research. He is the
author of Administrative Law, 1951; Cases on Administrative Law,
1951; Administrative Law Treatise, 4 volumes, 1958; Administrative
Law Cases, 1959; Administrative Law Text, 1959; Administrative Law
Cases-Text Problems, 1960, 2nd edition, 1965; and Administrative Law
and Government, 1960.
Over the past thirty years, Professor Davis has spent an aggregate
of about three years interviewing government officials. He is John P.
Wilson Professor of Law at the University of Chicago.

OGDEN R. REID
Rep. Reid, a graduate of Yale University, served as a lieutenant of
parachute infantry in World War II. From 1953-1958 he was President,
New York Herald Tribune (European Edition), Societe Anonyme, and
President-Editor, New York Herald Tribune, Inc. from 1955-1958. In
1959-1961 he was United States Ambassador to Israel and from 1961-
1962 was a member of Governor Rockefeller's Cabinet, as Chairman
of New York State Commission for Human Rights. He has represented
New York's 26th Congressional District since January 1963. He is also
a member of the Committee on Education and Labor, Special Subcom-
mittee on Education (Higher Education); and the Committee on Govern-
ment Operations, Foreign Operations and Government Information
Subcommittee.
FRANK McREYNOLDS WOZENCRAFT
Mr. Wozencraft has served as Assistant Attorney General of the
United States in charge of the Office of Legal Counsel since April 19,
1966. He was also appointed by President Johnson to the Commission
on Political Activity of Government Personnel on January 9, 1967. He
