INTRODUCTION
The New York State Bar Association's (NYSBA) October 2013
symposium marking the 50th anniversary of Gideon v. Wainwright
advocated for a civil right to counsel in cases where basic human needs
are at stake. This webcast, broadcast to all New York law schools,
brought together law students, advocates, and bar leaders to hear from
national experts and to discuss this issue with local advocates.
In many respects, this event seems rather ordinary, like other bar
programs designed to draw attention to a particular issue. Yet what is
remarkable is that the idea of a civil right to counsel, while long-
debated, has garnered the enthusiastic support of bar associations,
judges, practitioners, lay advocates, and scholars alike. In a relatively
short ten-year period, the National Coalition for a Civil Right to
Counsel (National Coalition), an organization devoted to ensuring
meaningful access to the courts, has organized, motivated, and
coordinated litigation, legislation, pilot projects, judicial initiatives,
empirical research, and scholarship, all designed to advance the right to
civil counsel.' In the words of New York Chief Judge Jonathan

1. Formed in 2004, the organization is comprised of 240 participants from 35 states.
John Pollock, Coordinator and Staff Attorney at the Public Justice Center in Baltimore,
Maryland, spearheads the National Coalition's work supported by a Steering Committee
composed of private attorneys, legal services lawyers, academics, and other advocates. For
