On December 20, 1979, Sen. Edward M. Kennedx. it the request of the Association, intro- duced S. 2170, which calls for esailb- lishment of the Center for Defense Seiv- ices, and on March 19, 1980, Rep. Ptler Rodino introduced companion bill I .t. 6875 in the House of Representatives. The primary mission of the center would be to strengthen, through the use of grants and contracts, all forms of ii- digent defense representation, incid- ing that provided by public defenders and assigned counsel programs. The concept of a Center for Deiose Services originated in the mid-11170s with the A.B.A.'s Standing Committee on Legal Aid and Indigent Defendants. In Febru- ary, 1979, the House of Delegates ap- proved in principle the establishment of an independent federally funded Center for Defense Services.
